The Town Hall will offer contracts every now and then.
They are not addressed to each player individually (as are the tasks) but to all of them.
I will make an example to make it clear:
The Town Hall offers a contract of 20 pallets of Glass
Deadline: 4 days
Initial offer: 100,000
Failure fee: 50,000
Now, each player that is interest can make a bid:
Company A offers: 95,000
Company B: 89,000
Company C: 98,500
The lower bidder gets the contract. In this case: Company B
If Company B manages to deliver 20 pallets of glasses within 4 days it will gain 89,000
If it fails then the company must pay 50,000 to the town hall.

its okay, enough Players can read and write english, some small numbers also russia or some other languages.
This is an ambitious Idea. As i have no knowlegde about the programming in the background i can't say if such things would be possible. But i think this could be an good way for players to competition.

And to make it more complicated:
1. In case of tie (2 companies offering the same amount of money) wins the company with the higher reputation (Goodwill)
2. Question: how to protect small companies? Big ones will always win the auctions and get the contracts
Answers:
There are 2 ways to do it
a) There can be a "star" system. Every contract will have a "requirement". For example, if it says: Requirement 1 star" it means that all companies from 1 star and lower can participate (So the big ones are excluded in this case)
Or
b) (a bit more realistic/complicated way) The Government will offer subsidies to the small companies. The smaller the company the highest the subsidy
Example:
Company A (5 stars) offers 90.000 for a contract
Company B (1 star) offers 90.000 too
Company B receives from the Government a 10% subsidy. This means that the Town Hall will receive the offer of ( 90.000 - 10% = 81.000). remember that the lower bidder wins.
So in this case Company B, even if small, wins! If it fulfills the contract it will receive 90.000 (81.000 from the Town Hall and another 9.000 from the Government as subsidy)
